  • In the 1990 election, people found evidence to support the view that Cuban power is a real social, economic, and political phenomenon in Dade County and it is increasing. In 1990, its mayor, city manager, county manager, and one of its representatives in the United States House of Representatives were foreign-born Latins. The Cubans’ arrival also coincided with the construction of Great Society programs that provided extensive benefits to minority populations, including special programs for Cuban refugees. The Latino community in Miami, most notably, the Cubans, gave the added push that propelled most of their candidates to victory while offering too little support too late in the campaigns of others. The northern portion of the neighborhood, was represented in the state senate by Lincoln Diaz-Balart and in the statehouse by Luis Morse. The Smathers patrons, particularly, considered transportation the most important problem for politicians to address.
